Kuala Lumpur: In a crucial diplomatic engagement, India’s External Affairs Minister S Jaishankar met US Secretary of State Marco Rubio on Monday during the ASEAN Summit in Malaysia. The meeting comes amid escalating tensions in bilateral trade and energy relations, as both countries work to navigate a path forward on trade agreements and tariff disputes.

Bilateral Relations Under Strain

Relations between New Delhi and Washington have been tense since the Trump administration imposed a 50% tariff on Indian goods, alongside an additional 25% tariff on India’s Russian crude oil imports. India described these measures as “unfair, unjustified, and unreasonable”, emphasizing that energy sourcing decisions are guided by national interest and consumer protection.

The talks in Kuala Lumpur mark a step toward resetting ties and exploring mutually beneficial avenues in trade and energy cooperation.

Highlights of the Jaishankar-Rubio Meeting

Jaishankar took to social media to highlight the discussions:"Glad to meet @SecRubio this morning in Kuala Lumpur. Appreciated the discussion on our bilateral ties as well as regional and global issues."

The meeting covered:

  • Proposed US-India Trade Pact: Both sides discussed ongoing efforts toward a reciprocal trade agreement, which aims to balance tariffs, improve market access, and resolve longstanding trade irritants.

  • Energy Cooperation: The US and India deliberated on India’s diversification of its oil portfolio, including procurement from the US.

While the discussions were constructive, there was no formal commitment from the US regarding the removal of the 25% tariff on Russian crude.

The Russian Oil Factor

A major point of contention in US-India relations has been India’s continued purchase of Russian crude oil, which the US administration has criticized. Recent weeks saw former US President Donald Trump claim that PM Narendra Modi assured halting these purchases — a statement India refuted.

The Ministry of External Affairs (MEA) emphasized that India’s energy policy prioritizes:

  • Stable and affordable energy prices for consumers

  • Secured and diversified energy supplies

  • Strategic energy partnerships, including increased procurement from the US

The US has also sanctioned Russian oil exporters Rosneft and Lukoil, moves expected to influence India’s crude sourcing strategies.

US Perspective on Trade and Energy

Rubio acknowledged India’s interest in diversifying its oil imports, stating:

"The more they buy from us, the less they'll buy from someone else… but we’ll see where we wind up on all that."

On the trade front, the US highlighted ongoing discussions on a reciprocal trade agreement designed to facilitate smoother economic engagement, reduce barriers, and enhance bilateral commerce.

Significance of the Meeting

The Jaishankar-Rubio talks are a key step in stabilizing and advancing US-India relations, which have seen strains due to tariffs, geopolitical considerations, and energy policy differences. Key takeaways include:

  • Commitment to continue dialogue on trade and tariffs

  • Exploration of diversified energy cooperation

  • Engagement on broader regional and global issues affecting both nations

The meeting reflects a pragmatic approach to resolving economic and strategic differences, even as challenges like Russian crude tariffs remain unresolved.

Looking Ahead

Both India and the US are committed to ongoing engagement, balancing energy, trade, and geopolitical priorities. Analysts expect that future discussions could pave the way for a comprehensive trade pact while allowing India to continue its diversified energy procurement strategy, ensuring energy security and consumer protection.
