Union Home Minister Amit Shah will chair the 32nd meeting of the Northern Zonal Council on Monday, November 17, 2025, in Faridabad, Haryana. The meeting comes at a crucial time, with discussions expected on pressing issues such as education, health, electricity, and the speedy investigation of sexual offences against women and children.


Who’s Part of the Northern Zonal Council?


The Northern Zonal Council brings together Haryana, Himachal Pradesh, Punjab, Rajasthan, Delhi, Jammu and Kashmir, Ladakh, and Chandigarh.


The forum includes:

  • Chief Ministers of member states

  • Lieutenant Governors

  • Senior officials from Central and State governments

  • Representatives of Union Territories


The Union Home Minister chairs the Council, while the Chief Minister of Haryana serves as the Vice-Chairperson. Leadership for the Vice-Chairperson role rotates annually among member states.


Why Zonal Councils Matter


Zonal Councils are more than just administrative meetings—they serve as a vital platform for dialogue, coordination, and problem-solving between the Centre and member States and Union Territories. These councils help resolve disputes, promote cooperation among states, and provide guidance on regional development and policy implementation.


Over the past decade, they have played a critical advisory role in shaping effective governance and contributing to Prime Minister Narendra Modi’s 'TEAM BHARAT' vision, fostering stronger collaboration and mutual understanding across the Northern Zone.


Key Issues on the Table


At this meeting, the Northern Zonal Council will deliberate on a range of topics impacting citizens directly, including:

  • Speedy investigation of sexual offences against women and children

  • Implementation of Fast Track Special Courts (FTSC) for swift justice

  • Emergency Response Support System (ERSS-112) for quick crisis response

  • Brick-and-mortar banking facilities in every village

  • Regional priorities in nutrition, health, education, electricity, urban planning, and cooperative systems


Proposals from member states are first discussed by permanent committees, and then taken up in the Council meeting for final deliberation.


A Decade of Collaboration


Since the formation of Zonal Councils under the States Reorganization Act, 1956, the Northern Zonal Council has held 63 meetings along with its permanent committees in the last 11 years. The councils have strengthened interstate coordination, dispute resolution, and regional development, proving that advisory forums can make a tangible impact on governance.


With senior officials, chief ministers, and union representatives coming together in Faridabad, this meeting is set to reinforce collaboration across the Northern Zone and accelerate key development initiatives.
